Minutes of the Parish Council Meeting

Held in the Village Hall on Thu 17th November 2022 19:30

 

Present: Cllr T Gundry (Chairman), Cllr S Kapil, Cllr G Kettle-Gundry,

Cllr R Lawrence, Cllr B Milton

There were no members of the public present.

 

 

  1. To receive apologies for absence

 

There were no apologies.

 

 

  1. To receive declarations of interest in accordance with the Localism Act 2011

 

There were none.

 

  1. To approve the minutes of the Council Meeting held on 29 September 2022

 

These were resolved as a true and correct record, following a correction to add Cllr Milton to the attendees.

 

  1. To receive reports and feedback from the County and District Council

 

There were no updates from Cllr Bunney or Cllr Summers as they were not in attendance.

 

  1. Police Matters

 

There was nothing on the website to share with the Council, nor anything to report.

 

  1. Finance

 

The Clerk presented a draft budget for the year 2023/24. It was agreed to keep the precept at £3059 and the Clerk would send this estimate to WLDC. The budget would be finalised at the January meeting.

 

 

It was resolved to make the following payments and accept the bank reconciliation:

 

 

 

  1.  Play Area

 

The Council discussed whether to purchase a new piece of play equipment or picnic table for the Play Area.

 

It was resolved to purchase a recycled picnic table for £732 including VAT. The Clerk would also arrange fitting for £25. Thought would also be given to relocating the bench to another location.

 

8. Vehicle Speeding in Village

 

The Clerk had received some information from the LCC Road Safety Manager that had been shared with the Council. Estimates of the costs of cameras had also been obtained.

 

It was resolved that the Chairman and Clerk arrange to meet with the LCC Road Safety Manager and discuss the best way to proceed.

 

9. Planning

 

There were no new applications.

 

10. Highways

 

                   The potholes were getting worse at the bend on School Lane, it was thought that Cllr Bunney had reported this. The drains in front of the Royal Oak were blocked, the Clerk had reported this before and would do so again. Flooding across the Road by the Forge had been raised and this would also be reported.

 

 

11. Clerk and Councillors updates

 

There had been no price yet for the planters.

 

Quickline broadband appeared to be working well.

 

The Clerk was asked to check that the defibrillator pads had been replaced.

 

It was reported that a couple of headstones had had some additional inscriptions on them, and the Clerk would chase payment.

12. Pit Land

 

Cllr Kapil had spoken to an expert for advice and the Council agreed to progress this and report back to the next meeting.
