Minutes of the Parish Council Meeting held in the Village Hall on Thursday 16 November 2023 19:30

Present: Cllr T Gundry (Chairman), Cllr G Kettle-Gundry, Cllr A Hopkins, Cllr T Faulkner also 2 members of the public

1.   To receive apologies for absence

3.   To approve the minutes of the Council Meeting held on 21 September 2023

4.   To receive reports and feedback from the County and District Council

Cllr Bunney attended

Flooding:- Highways Environmental and Drainage Board did their best, shortage of funds given as reasons to getting it right. Clerk to receive an email with emergency phone numbers.

Highways;- progress update on the scheduled work to move the 30mph signs out beyond the bus shelter. Work has been issued to our contractor so I would hope these would be delivered in the next couple of months.

RFO’s:- An update will be forthcoming when Cllr Bunney has received a response.

RAF Scampton:-This is a court matter, only way to stop the current home secretary. A special police station has been put on site but this is not funded.

Flytipping and any problem roads:- It was discussed about micro dot cameras at problem sites but the quality needs to be sufficient to be used as evidence for conviction. Better to report on WLDC website rather than fix my street.

Scunthorpe Hospital:- There are not enough staff to cover A&E units overnight so it is proposed to combine Scunthorpe and Goole with Grimsby. A meeting is scheduled for 1st December and public consultations to take place in Scotter and Gainsborough.

5.   Police Matters

Snitterby:- None

Waddingham:- 1 Violence and sexual offences Grayingham:- 1 Violence and sexual offences

Hemswell Cliff:- 7 5 Violence and sexual offences, 1 Criminal damage and arson, 1 Vehicle Crime

Neighbourhood Policing model

The ‘new’ Neighbourhood Policing model has now gone live and a Police commitment booklet for your awareness has been placed in the notice board at Snitterby Village Hall. Please do not remove this copy, if you wish a personal copy emailed to you a request can be sent to snitterbyparishcouncil@hotmail.co.uk Under the ‘new’ model they are focusing on Evidence Based Policing which takes into account the Crime Harm Index and
will allow them to appropriately focus their resources in high harm areas, this will explain why some areas have an increase in staffing numbers.

8.   Highways

Accident at crossroads and subsequent emails sent 1 and 11 October and another 12 November re bench and replacement bin. No response has been received so the Council wish to put forward a claim through insurance company.

Snitterby Parish Councils request for a Traffic Regulation Order has been taken forward by Cllr Bunney, awaiting outcome.

Fix My Street

472322 Hedges and kerbs OVERGROWN

We are sorry but we are not taking immediate action with this report because there is enough passing space for pedestrians to get by without there being an immediate danger. The leaves / mud on the footway is due to the time of year and therefore if we raised a job it will reappear soon after. However, we will continue monitoring the area as part of our policy. Thank you for reporting this matter.

Great news, we’ve had a look at the issue and we have now passed to our Highways Officers for the team to assess what can be done to resolve the matter. We’ll let you know when the assessment has taken place.

9.   Clerk and Councillors updates

Emails:- Information gained regarding the importance of secure email systems and GOV.UK to be taken forward as an agenda item for the next meeting 25/11/2024.

Review of Polling and Polling Places:- This was discussed and the village hall is deemed to have reasonable facilities, no change to venue.
 
Website:- The website has been updated, the full 5 hours work purchased has been exhausted and it was agreed an additional, 5 hours of work for maintenance, advice queries and any guidance is needed. This can be taken forward into the next financial year, it was agreed and approved.

Temporary traffic restriction: Reference: TTRO/TTR005509 details on notice board, facebook and website.

Zurich Insurance:- was still under a previous clerk’s details, now changed and copy of policy on website and notice board.

Register of Electors:- Copy of Register of Electors signed and request submitted.

Councillor Advert:- New Councillor advert to be adopted and used on website and Triangle magazine.

Bank:- NatWest Bank Account number 3 account, to sign to change address

Training:- The clerk has attended a Finance Workshop 10/10/2023 & Precept & Budget Setting 31/10/2023 both via teams

Pay:- The National pay scales have been approved. It was agreed to reflect this in the Clerks pay, including back pay to 1st July 2023. This also needs reflecting in next year’s budget.

10.   Cemetery Fees

Cllr Hopkins will do a review and agreed to go as an agenda item for next meeting.
