Minutes of the Parish Council Meeting held in the Village Hall on Thu 21st September 2023 19:30

Present: Cllr T Gundry (Chairman), Cllr S Kapil, Cllr G Kettle-Gundry, Cllr R Lawrence, Cllr A Hopkins, Cllr T Faulkner

5.   To receive reports and feedback from the County and District Council

None, no attendance. Agreed to send an email to Cllr Bunney & Cllr Duguid when neew meeting date for November is agreed.

6.   Police Matters

•   To receive any updates or report any matters
•   Top reported crimes in this area 9/21/23, 4:23 PM Welton and Hemswell, most commonly reported crimes during Jul 2023 
•   Violence and sexual offences 28:- 1 Redbourne Road & 1 Church Lane, Waddingham
•   Anti-social behaviour 17:- 1 High Street Snitterby, 1 Archer Street & 1 Well St, Bishop Norton
•   Public order 9
•   Criminal damage and arson 7:- 1 Burglary Commonright Drain

There were other matters brought to attention that have not been reported:-

Vehicles cruising the village, padlock cut and scaffold moved/maybe disturbed as not taken. Fly tipping is always a nuisance but no cases reported.

7. Finance

•   To approve payments for Aug/Sept 2023

•   Letter from signatories to bank to change address

9. Highways 

•   Accident at crossroads and subsequent email re bench and replacement bin, awaiting an update from the person concerned. Clerk to chase up response.

465741 New updates on Crossroads

It was agreed following an accident at crossroads that there is no sign stating it is a crossroads only give way signs which is a potential safety issue. To avoid further incidents a request for this to be addressed has been forwarded to:-

LCC reference for the report 465714, 21/07/2023.
 
Snitterby Parish Councils request needs a Traffic Regulation Order (TRO through contact with County Councillor who will get the TRO actioned. This has been requested and awaiting an update.

Drainage outside Royal Oak pub, we are sorry but we are not taking immediate action with this report because this site has been attended to on the drainage cleansing programme since the issue was first reported and no drainage issues were reported back. Thank you for reporting this matter. State changed to: No further action. This has now been lodged as a complaint.

Pot holes down Chapel Lane have been reported by a member of the public

10. Neighbourhood Watch 

•   To consider email as no Neighbourhood Watch is in place

Details of how to set up a scheme and what’s involved have been posted to Snitterby Community Facebook page and also within the notice board.

11.  Volunteer Litter Picking

•   To consider email and get equipment for volunteers

Unfortunately, there were only 100 kits available and we did not receive one. We are able to do volunteer litter picking, and use normal waste bags which WLDC would like to be disposed off in normal waste bins if possible, if not a special request can be sent for collection of said bags from a designated site. A risk assessment needs to be carried out and there are guidance notes available.  

12. Clerk and Councillors updates

•   To update on any matters or raise any issues, or items for the next meeting
•   To change date of the meeting 23/05/2024 & also 23/11/2023

Roadworks have now completed at the corner of School Lane/High Street, unfortunately it is felt that the works have disturbed the daffodils planted there. It will become apparent in Spring if this is the case and agreed to address this again at the time.

The clerk to lodge reports on Fix My Street, regarding Crossroads sign covered by trees, Hedges and kerbs overgrown, and workman’s sign needing to be removed. Andy Hopkins will take photos of said problem areas. 

September 2023 minutes finances

Agreed to consult LALC regarding getting .gov emails for all councillors and clerk. 

Auto enrolment with pensions regulator declaration completed

The clerk is unable to access the website and authority has been given by the chair for a new access to be created. A quote for website management has been sought at £85.00 pa, this covers up to 5 hours of work, advice queries and any guidance needed. It was agreed and approved 

The date of the next meeting has been changed to 16/11/2023 and the May meeting to 09/05/2024

A solicitor quote is being sought from Wilkin Chapman LLP, it was agreed if the cost was £1,000.00 or less Chairman Tom Gundry and Clerk could make the decision to instruct.
