Snitterby Parish Council

Minutes of a Parish Council Meeting held at Snitterby Village Hall on Thursday 12 September 2019.

Present: Natasha Vick (Clerk), Cllr Ben Thornton, Cllr Brian Milton, Cllr Tom Gundry, Cllr Sunil Kapil, Cllr Helen Thornton, Cllr Georgina Kettle-Gundry

There were no members of the public present.

The meeting commenced at 1930

1. To receive apologies for absence.

Apologies received from Cllr Summers, Cllr Strange and PCSO Angie Law. Apologies also received from Stephen Brookes.

2. To receive declarations of interest in accordance with the Localism Act 2011.

No declarations received

3. Broadband update from Stephen Brookes

Council agreed to rearrange the update from Stephen Brookes to a date which both he and Cllr Strange can attend.

Cllr Kapil to attend an update meeting September 26 with West Lindsey District Council.

4. New councillors to sign declarations of acceptance of office

Declarations of acceptance of office signed and counter signed by Cllrs H Thornton, G Kettle-Gundry and the Clerk.

5. To approve the minutes of the meetings held on July 25 and August 29

Minutes approved and signed as a true record

6. Police Matters

a. To receive the police report

Report from the PCSO reports one burglary on Cliff Road with workshops being broken into and various tools being stolen. Also one report of a Fire Extinguisher being stolen from St Nicholas Church and reports of people entering and attempting to enter the Church. One report of a male selling door to door also reported to the police.

b. To report urgent matters to the police.

Shooting season starts in October; request to follow up with Police following original report made in July raising concerns regarding damage to telephone lines and shots being fired across the Moor Road.

Request for a speed check to be carried out on Moor Road due to complaints of vehicles travelling at excessive speed.

7. To receive reports, questions and answers from the County Councilor and District Councilor.

No reports received

8. Clerk and Councilors to report back on previous action points

a. Bus shelter – Highways confirmed that a paving slab can be installed in to gap between the shelter and the road. Council agreed to proceed with this and pre-approved a budget of £100.

b. No response received as yet from LWT regarding the appeal for lodges at Holywell Grange. The response to the planning appeal was submitted by the Parish Council on 06/09/19. Deadline for submissions was 10/09/19. The appeal hearing is scheduled for 22 October at 1000 at Gainsborough Uphill Community Centre (DN21 1NJ) Local residents have paid for a report to be compiled by JH Walter which has been submitted in support of the WLDC original planning decision rejecting the proposal.

c. Limited review into Play Area funding. Roundabout likely to cost around £6k. Clerk to contact Council to discuss funding options but likelihood is that some community input will be required to assist in securing funds. Council agreed to include a request in the Triangle to see if any local residents had any suggestions for additional equipment that they may want to see in the space.

d. No responses to advert relating to the remaining vacancy on the Parish Council, agreed to readvertise and include in the Triangle.

e. Pot hole repairs have been carried out on School Lane but of a poor quality.

f. Bank mandate requires updating with an additional signatory, Cllr Helen Thornton agreed to be added to the mandate.

g. Litter pick carried out today by Mitie charity scheme, council agreed to send a letter of thanks.

9. Finance

a. To approve payments

i. Green Grass Contracting £62.94

b. To receive treasurers report

i. Balances on accounts – Current account £2,957.54, Openspace account £5,888.00, Reserve account £1,112.27

10. Planning

a. To consider planning applications – none received

b. To receive WLDC planning decisions – none received

11. Highways

a. To report highway matters

Speed limit signs in the village look quite worn, if agreed to continue with the temporary 30mph signs then new versions may be required. Council agreed to request new signs from Highways. Minimum number required would be 2 but agreed to purchase as required if there is a minimum order quantity.

Mirror at the crossroads has been installed by an individual without prior approval from Highways. Some residents have complained that the perspective from the mirror may result in blind spots and difficulty in judging distance. Council agreed to raise the issue with Highways and follow their advice relating to both the installation of the mirror and how to improve the safety at the crossroads in the correct way.

Request for Highways to consider horse riding awareness signs between 30mph side and Rasen Road leaving Snitterby.

12. To agree allocation of grants, requests as follows:

a. Triangle request £100.00 from April 2019, council agreed to fund this.

b. Hibaldstow & Scawby Scout Group request unspecified funds for Scout trips in August 2020, agreed to make a donation of £50.00

c. St Nicholas Church request for funds for Church clock service, agreed to donate £100.00

13. To discuss the defibrillator

Council discussed the defibrillator and how to access the machine. No record of the code required to open the box. Agreed to contact Lives to ask how to access the code and see if the machine requires servicing.

14. To confirm date of November meeting and agree items to be placed on the agenda.

Meeting date confirmed for November 14.
