Minutes of a Parish Council meeting held at Snitterby Village Hall on Thursday 29 August 2019.

Present: Cllr B Milton, Cllr B Thornton, Cllr G Gundry, Cllr S Kapil, Natasha Vick (Clerk) There were 25 members of the public present

The meeting commenced at 21:15

1.   To receive apologies for absence.

Apologies were received and accepted from Cllr T Gundry and Cllr H Thornton

2.   To receive declarations of interest in accordance with the Localism Act 2011.

No declarations received

3.   Planning

a.   To discuss any actions arising relating to the appeal for application No 138145 – Planning for 87 lodges on Holywell Grange

The Parish Council agreed to submit a response to the appeal confirming the previous objections sent, and also to state that they fully support the reasons given by West Lindsey District Council for their refusal.

Residents raised additional concerns regarding the environment, Parish Council agreed to contact the Lincolnshire Wildlife Trust and see if they have the ability to carry out any reports or surveys prior to the deadline of September 10. Residents have made sightings of water voles, deer, fox and buzzards as well as a range of flora and bird species.

In addition concerns were raised regarding the targeting of the scheme and the suitability of the local commercial farming environment, including no streetlights, heavy farm vehicles, lack of footpaths and the vicinity of local roads with national speed limits – these are not suitable for the therapeutic environment quoted in the appeal document. These factors mean that the site does not lend itself to an area of calm relaxation and the Parish Council believes that the site would not be commercially viable as an offer for those suffering from poor mental health or in the early stages of dementia.

There has been no evidence submitted which supports the demand for the site or the economic viability of them in the long term.

Snitterby roadways can not sustain the potential increase in road traffic through the village to and from the A15, two vehicles cannot pass side by side on Moor Road. There is a local belief that the impact of additional vehicles has been underestimated in the proposal.

It was agreed to add these comments to the response to the Planning Inspector as additional reasons to support the refusal of the planning permission for WLDC.
