Snitterby Parish Council
Minutes of a Parish Council Meeting held at Snitterby Village Hall on Thursday 10 January 2019 at 1930.
Present: Natasha Vick (Clerk), Cllr E Dalton, Cllr B Thornton, Cllr D Murray, A Holland-Lee, Cllr B Milton, Cllr T Gundry, Cllr Strange (part)
There were no members of the public present.
The meeting commenced at 1930
1. To receive apologies for absence.
Apologies were received from Cllr S Kapil.
2. To receive declarations of interest in accordance with the Localism Act 2011.
No declarations of interest.
3. To approve the minutes of the meeting held on November 8.

4. Police Matters:
a. To receive the police report
No matters reported on the Snitterby report. Cllrs noted two break-ins in Waddingham Parish since the last meeting
b. To report urgent matters to the police
No matters to report
5. To receive reports, questions and answers from the County and District Councillor
Report from Cllr Strange, noted the council are prepared for bad weather with a full salt stock and gritters ready to go. Gritting teams have also previously been responsible for pothole repairs but the County Council now have five additional teams to carry out repairs. System now in place for repairs and number of pot holes in the County reduced.
Verges to be cut three times a year in 2019 (twice in 2018) and all gullies to be cleared at least once.
Lincolnshire County Council in a strong financial position but council tax rate raises required in order to fund care for older people and police services.
By-pass on the east side of Lincoln expected to be opened in 2019.
Cllrs mentioned the lack of signage on the A15 directing to Snitterby which has been reported on numerous occasions. Also reported that the potholes on the Manor House corner are deteriorating already and multiple holes remain on The Moor. Cllr Strange agreed to follow these items up.
6. Clerk and Councillors to report back on previous action points (Cllr Strange left at this point)
Sign still down at Bridle Walk, to be repaired prior to next meeting
7. Finance
a. Payments approved:
i. Green Grass contracting £62.94
ii. Pre-approved payment for the green waste bins in case these need to be paid for prior to the next meeting
b. Treasurer report, with balances as follows:
i. Current account £2,401.50
ii. Openspace account £6,073.00
iii. Reserve account £1,110.24
Grass cutting contribution received from LCC in the sum of £67.76
8. Planning
a. To consider planning applications (none received)
b. To receive WLDC planning decisions (if any)
i. Application 138148 – Holywell Grange (unanimously refused at planning meeting)
ii. Application 138493 – British Hardwood Trees Ltd (granted)
9. To report Highways matters
a. Per conversation with Cllr Strange – missing A15 signage and potholes on School Lane and The Moor.
b. Cllrs discussed the increase in dog waste in the village and agreed to include a note in the
Triangle to remind residents to take responsibility for any waste left by their dogs.
10. To confirm precept for 2019-20
Precept agreed at £2,650.00 including a provision for election costs. Document signed
11. To receive an update on broadband
No update on broadband currently, Cllr Murray has a meeting with Edward Leigh MP on January 11 2019 to provide an update to him and see if there are any options.
12. To review cutting agreement
Cutting contribution for 2019 of £56.23 for 1278sq m agreed and to be confirmed with LCC
13. To review pit rent agreement
Resident who has rented the pit on Cliff Road passed away at the end of 2018 and as such the rental agreement will automatically expire on March 31. A new agreement may need to be sought with the new owner or tenant.
14. To confirm date of March meeting and agree items for the agenda
Annual Parish meeting at 1900, Parish Council meeting at 1930 on March 14 2019
