Appendix A - Update on Clerk Actions

a.   Request possibility of "Beware of Horses Sign" - response received from Highways:

"LCC Highways & also TRSP have repeatedly and consistently answered this type of request. Lincolnshire is a rural county and it should come as no surprise for motorists to encounter horses or slow moving rural vehicles on the highway which may require them to slow down.

Unfortunately, many warning signs are overused and such overuse serves only to bring these signs into disrepute, reducing their effect at sites which would otherwise significantly benefit from their use. LCC Highways are consistently trying to avoid using these signs, unless there is an amount of horses more than you would possibly expect to encounter in rural Lincolnshire (i.e. riding school/equestrian center etc.), not individual horses. If someone wanted to pursue this further then the decision to install would be based on the accident records with respect to those accidents that are connected with horses/horse riders etc. Sorry but we don't install horse signs"

b.   Speed check carried out on Moor Road -average speed of 30.4 mph with 85% percentile of 37.7 mph.
